Deficiencies related to environmental enforcement and compliance are clearly identified problems in Latin America. What is the origin of this situation? Why is there a trend to non-compliance and non-enforcement of environmental requirements in Latin American countries? What is the
liability of each sector (public, private, civil society)?

The e-dialogue which took place in April, 2002, organized by FARN in collaboration with the Environment and Natural Resources Division of the World Bank, considered these questions, while emphasizing the following issues:

  • Definition of Environmental Enforcement and Compliance and identification of main related concepts.

  • Problems related to Environmental Enforcement and Compliance.

  • Positive and Negative Experiences regarding solutions to the problems identified.

The conclusions of the e-dialogue do not only have an important value per se, but they also contributed to the agenda of the First Conference on Environmental Compliance and Enforcement in Latin America.
