The Program of Environmental Compliance and Enforcement in Latin America aims at improving the deficiencies of our regional reality. Therefore, FARN decided to organize a series of different activities which initiated a process in our region and, in collaboration with the Division of Environment and Natural Resources of the World Bank Institute, it hosted an Electronic Dialogue from 5 - 22 March, 2002, and the 1st. Conference on Environmental Compliance and Enforcement in Latin America. A large number of practitioners, officials, members of the Judicial Power, NGOs, academia, and the private sector debated and worked on core issues related to this field in both activities.

This book brings together the presentations and conclusions of the Conference and the conclusions of the E-dialogue. It includes the working document of the Conference, the speakers presentations on panels and in workshops, and the conclusions of those workshops. The core issues of the e-dialogue and the Conference were: the drafting and updating process of environmental law, institutional aspects, intergovernmental and administrative coordination, concrete mechanisms of environmental compliance and enforcement, coordination between the Executive and the Judicial Powers, promotion of environmental compliance, and the role of regional initiatives in Latin America.

The conclusions include opinions and contributions from different disciplines and sectors, emphasizing the need for capacity-building activities in the various sectors, public participation, the development of networking activities and of the indicators of environmental enforcement, and compliance in the region.

It is our sincere intention that this publication should contribute to our journey on a long and challenging path in Latin America that is leading to the construction of a solid system of environmental compliance and enforcement in Latin America.
